Hernandez' full schedule leaves little room for actually doing work. One can interpret
this in two ways, not mutually exclusive: first, that the success of the material
interests has brought such peace to Sulaco that the Minister of War has nothing
to do; second, that the socialist worker is reluctant to work. Compare Nostromo's
busy schedule as captain of his schooner.
