Compare Monygham's "changed tone" earlier when, metaphorically, the Devil realized that he needed the People in order to save society. The opposite has now occurred: the People have realized that they need the Devil's society to save themselves, society as based on a cynical, empty illusion that is, this time, a deliberate deception.
