The emissary is asking for a promise of money for the soldiers of Hernandez, in exchange for fighting on behalf the Occidental State. That Charles Gould should repeat it to Antonia is significant: to the voice of idealism he is saying, "Even these soldiers lack an idealistic motive."

Note that in the emissary's plea Hernandez himself is presented as being above such matters.
