These were the horses seen by Giorgio in Chapter 1-4. Now, thirteen chapters later, the symbolism of the image becomes clear from the context -- the breakup of restraining authority into an anarchy of every-man-for-himself power-seeking. Note that only "some" of the horses have been recovered: the riot may have quieted down, but order is far from being restored.
