It is spectacularly callous on Decoud's part to suppose that Mrs Gould would wink over their shared role in the Separatist plan. By withholding the news of Montero's victory from Charles Gould, Mrs Gould caused the silver to come down to the port, and thereby provoked the riot which has led to this bloodshed. Here we see Decoud's idealism working both ways: if it makes him heroic (above with the shooter), it also makes him callously oblivious to anyone else's point of view.
