Conspicuously downplayed in this passage are the native workers, whom last
we saw descending into the mountain's "maw" to toil for the Gould Concession's
silver. The narrator is obviously speaking of administrative tasks only, and yet
the exclusion foreshadows Gould's later callousness, when he is prepared to blow
the mountain up without a thought for the "mining population."
