Symbolically, the "boundary" is between the State and the Other, which
to the benevolent ruler Don Pepe is a realm of lawlessness, bloodthirst, and in
fact nonhumanity (the inhabitants are monkeys). In Don Pepe's harmless jest is
all the grim, delusional antagonism inherent in State-formation.
