There's a subtle double meaning here, based around Charles Gould's descent into
the corruption that's anathema to him. The "decree of the Minister of the
Interior" also means, "permission from his own soul," and "memorial,"
which on the surface means "memorandum," also means "funeral notice";
i.e., Charles Gould has had to kill something in himself in order to stoop to
bribery.
